Plaintiff, who managed bus transportation services for students for Chicago Public Schools, voiced concerns within the school system and by meeting with law enforcement once he learned that private bus vendors were overbilling for their services and otherwise defrauding the school system. Plaintiff's employment was terminated, and he sued for retaliatory discharge and violations of the Illinois Whistleblower Act. Court erred in granting summary judgment for School Board, as the motive for Plaintiff's discharge is an unresolved genuine issue of material fact. School Board has not affirmatively proved that its motive for firing Plaintiff was his inappropriate workplace behavior. (HYMAN and PIERCE, concurring.)
