Plaintiff filed FOIA complaint against Chicago Board of Education, seeking documents related to racial discrimination claims he made between 1999 and 2005. Court did not abuse its discretion in denying Plaintiff's motion for default judgment. Evidence leaves unresolved issues of material fact as to whether Plaintiff's request is unduly burdensome. Burdensome is not grounds for summary judgment. On remand, Board may examine boxes of documents to identify those for which it will raise exemption or privilege. (HYMAN and PIERCE, concurring.)
