Plaintiff submitted FOIA request for Mayor's Office a copy of City's "action plan" as to public response to verdict in murder trial of former Chicago police officer Van Dyke. City denied the request, and Plaintiff filed complaint seeking order to compel production of the Plan. Court erred in finding the entire Plan exempt from disclosure under section 7(1)(v) of the Act. Remanded so City may redact from Plan any information that could reasonably be expected to jeopardize effectiveness of measures or safety of personnel who implement them or the public, and then produce whatever remains unless another exemption applies.
