Action brought by a group of objectors seeking to prevent the addition of more pumping stations to a crude-oil pipeline. The Illinois Commerce Commission granted the oil carriers’ motion to add pumping stations over objection. Objectors appealed. Appellate court rejected some of the objector’s arguments but found merit in their arguments that the Commission did not properly consider evidence that mitigated against a finding of public need and did not sufficiently consider the safety record of a subcontractor. The appellate court vacated the Commission’s decision and remanded for further proceedings. (HARRIS and STEIGMANN, concurring.)
