Appellate court held that a subcontractor on a construction project has the authority under section 34 of the Mechanics Lien Act to issue a demand notice to commence suit on a mechanic’s lien recorded by the subcontractor’s subcontractor on that same project and reversed the decision of the circuit court dismissing the lawsuit filed by the subcontractor to adjudicate the lien filed by its subcontractor.
