Circuit courts lack subject-matter jurisdiction to determine whether location agreements are valid and enforceable contracts that control placement of video gaming terminals in Defendants' businesses, because Illinois Gaming Board has exclusive authority over such contracts. Legislature has enacted a comprehensive statutory scheme that vests jurisdiction over video gaming operations with Illinois Gaming Board. (GARMAN, THOMAS, KILBRIDE, BURKE, and THEIS, concurring.)
