Plaintiffs filed action in their own interest and on behalf of a purported class to recover damages resulting from alleged scheme to inflate interest rate delinquent property taxpayers in Madison County were compelled to pay tho those who purchased delinquent taxpayer debt. Plaintiffs alleged that former County Treasurer and Collector agreed with certain defendants to manipulate delinquent tax purchasing system.
