The Illinois High School Association (IHSA), which governs and coordinates interscholastic athletic competitions for secondary schools in Illinois, is not a public body as defined by the FOIA, and the records requested in a FOIA request are not the public records of school district. Thus, school district had no obligation to obtain and disclose the requested IHSA records under Section 7(2) of FOIA. (KARMEIER, FREEMAN, THOMAS, KILBRIDE, GARMAN, AND BURKE, concurring.)
