Plaintiff filed suit alleging retaliatory discharge and violation of the Whistleblower Act after his termination as director of medical programs at college. Plaintiff failed to allege sufficient facts to plead that his discharge undermined a public policy that institutions must provide students the ability to obtain the benefits of education through financial help of federal and state-funded programs. Thus, Plaintiff's claim for retaliatory discharge was properly dismissed. Plaintiff failed to sufficiently plead that appointment of instructors violated a statute, rule, or regulation, as required by section 20 of Whistleblower Act, and thus his claim under that Act was properly dismissed. (THOMAS, KILBRIDE, GARMAN, BURKE, and THEIS, concurring.)
