Illinois Department of FInancial and Professional Regulation properly found that Plaintiff violated Private Detective, Private Alarm, Private Security, Fingerprint Vendor, and Locksmith Act by engaging in unethical, unprofessional or dishonorable conduct and imposed reprimand against his private detective license, for yelling obscenities and arguing with police officers, and making misrepresentations as to weapons in his vehicle, during a traffic stop. Department's expert's opinion was based on custom and practice, and was not required to testify as to written industry standards. ALJ reasonably relied on detective's own representations, and evidence was sufficient for finding of violation of Act. (FITGERALD SMITH and EPSTEIN, concurring.)
