Illinois Commerce Commission abused its discretion in approving rate rider which electrical utility proposed to recoup costs of modernizing its delivery system, as rider constitutes improper single-issue ratemaking. Collateral estoppel and law of the case bar recovery through two other riders. Commission abused its discretion in approving those two riders as they constitute improper single-issue ratemaking.
