Court improperly denied company's writ of certiorari challenging issuance of outdoor billboard permit by IDOT to Defendant property owner. IDOT failed to follow its own rules which clearly outline procedures IDOT must follow in considering permit applications. Code does not permit IDOT to revisit its denial of permit application, even if inadvertent errors were made in permit applications. (GARCIA and LAMPKIN, concurring.)
