Plaintiff filed for administrative review of his termination as County Engineer; court affirmed County Board's termination. Plaintiff was provided with sufficient notice and suffered no prejudice by service of notice which did not strictly comply with section 5-203 of Illinois Highway Code. Notice substantially complied with Code, as notice advised Plaintiff of allegations and date of hearing, and that removal was possible outcome. (SCHMIDT, concurring; CARTER, dissenting.)
