County Board of Review petitioned for direct review of Property Tax Appeal Board's (PTAB) decision granting company's request for reduction of assessed value of industrial complex, a tall building using vertical manufacturing. PTAB assessed credibility of expert witnesses and weighed evidence, and did not err in concluding that out-of-market nonleased properties were a better indicator of property's value, and properly relied on adjusted values of nonleased properties when fixing fair market value of parcel.
