Plaintiff sustained ankle injury when she slipped into a pothole while walking around her vehicle after placing an item in passenger seat; vehicle was lawfully parked near curb on a city street. Plaintiff was an "intended" user of portion of city street which injury occurred, as she was clearly intended to be in area around her vehicle lawfully parked near curb. Thus, City was not immune from liability under Tort Immunity Act for allegations that City failed to maintain its streets in a reasonably safe condition. (KNECHT and HOLDER WHITE, concurring.)
