Union filed action for direct review of ILRB decision denying Union's representation-certification petition to represent supervising investigators employed by City's Independent Police Review Authority. Board properly concluded that investigators direct their subordinates, and also exercise significant discretionary authority that affects wages, discipline and other working conditions likely to fall within the scope of union representation. Thus, supervising investigators are supervisory employees within meaning of Section 3(r) of Illinois Public Labor Relations Act, and Board properly denied Union's petition.
