Plaintiff requested unredacted public documents (vouchers of payments made to law firm over six months), from school district. Attorney General's Public Access Counselor (PAC) issued letter determining that FOIA permitted school district's redactions from copies of documents. PAC did not issue binding opinion, and thus Administrative Review Law does not apply to dispute. Plaintiff may sue school district directly, without filing administrative review action.
