Court properly entered order granting State's petition for forfeiture of eight horses. Hearing on forfeiture of companion animals before trial, per Section 3.04(a) of Humane Care for Animals Act, is not a criminal proceeding and thus does not implicate Sixth Amendment right to a jury trial. Section 3.04(a) is concerned solely with animals related to arrest, not with the arrestee. (SCHOSTOK and HUDSON, concurring.)
