University of Illinois Board of Trustees appeals Illinois Educational Labor Relations Board's (IELRB) certification of respondent union as exclusive collective-bargaining representative for 34 high school teachers working at University Lab High School ("Uni High"). Evidence supports findings of IELRB that unit of 34 Uni High teaching associates who share substantial community of interest with each other, as they all share same skills and functions in teaching high school students, all working in same building; and they do not share these factors with the rest of nontenured teachers at University of Illinois. Record supports IELRB's findings that special circumstances and compelling justifications exist to recognize proposed bargaining unit. Uni High teachers have unique conditions of employment and perform distinctly different job duties from University's other nontenure-track faculty. (KNECHT and APPLETON, concurring.)
