School District sued architect for negligence and fraudulent misrepresentation by concealment of material fact, as to building of elementary school. Nine years after school was completed, coal mine subsided beneath the building, causing extensive structural damage; building was then condemned. Five-year statute of limitations of Section 13-205 of Code of Civil Procedure applied to School District's claim for fraudulent misrepresentation.
