Plaintiffs in this case sought review of denials of their visa applications from over-seas’ consular officers, where said denials were based on plaintiffs’ membership in Islamic Revolutionary Guard Corps (IRGC), which had previously been designated as Tier I terrorist organization. While plaintiffs asserted that defendants-various federal officials had improper systemic practice of depriving visa applicants of opportunity to establish eligibility for exemptions involving IRGC, Dist. Ct. could properly find that doctrine of consular nonreviewability precludes judicial review of instant visa denials. Ct. of Appeals further found that there was no evidence in record that any kind of bias or dishonest belief lay behind consular officers’ visa denials. Fact that plaintiffs had completed service in IRGC prior to it having been designated terrorist organization did not require different result.
