In a case where plaintiffs challenged the defendant’s use of eminent domain to acquire the plaintiff’s property, the district court acted within its discretion when it concluded that allowing a federal lawsuit to proceed would run contrary to fundamental principles of equity, comity, and federalism and that the need to safeguard these principles supported deference to the state court.
