Plaintiff filed an action seeking judicial review of a final decision by the Veterans Administration Disciplinary Appeals Board that affirmed his suspension and termination as an employee of the Veterans Administration Illiana Health Care System. Plaintiff alleged that he was subject to procedures that were arbitrary and capricious and that violated his right to due process. The district court affirmed the board’s ruling and plaintiff appealed. On appeal, he argued that he was denied due process. The Seventh Circuit disagreed and affirmed, finding that plaintiff was given sufficient notice and multiple opportunities to be heard and that there was no basis in the record to conclude that the process was constitutionally inadequate.
