Plaintiff filed a federal lawsuit challenging a state court’s determination that he was ineligible to obtain a permit to carry a concealed firearm because of a court martial conviction and a bad conduct discharge from the military. Plaintiff argued that the state’s treatment of his misdemeanor conviction as equivalent to a state-law felony conviction violated the Full Faith and Credit Clause. The district court entered judgment in favor of the state and plaintiff appealed. The Seventh Circuit affirmed, explaining that a federal court martial is not a judicial proceeding in any other State and, as a result, the Full Faith and Credit Clause was not applicable. The Seventh Circuit also rejected plaintiff’s argument that his Second Amendment rights were violated. (SCUDDER and ST. EVE, concurring)
