Police Pension Board of Trustees denied police officer's application for line-of-duty disability pension. Officer claimed she was injured when instructing officer struck her during police baton training exercise. Plaintiff failed to show that two Board members were biased; Plaintiff alleged that one of them was named in a sexual harassment filed by Plaintiff, and that the other created a hostile work environment, but did not show evidence of their bias. Record contains evidence sufficient to support Board's decision; three treating physicians described Plaintiff as not believable, and one noted Plaintiff's pre-existing neck injury, and found no physical or psychiatric disability.
