Morgan Place of Chicago v. The City of Chicago

Court properly found City was not equitably estopped from revoking building permit issued to developer, and that developer and two other plaintiffs did not have vested rights in issuance of permit. Plaintiffs failed to show that City's permit department director had power to reinstate a permit for project manifestly not in compliance with planned manufacturing district (PMD) zoning. Court's findings that Plaintiffs had actual or constructive notice of proposed zoning change when submitting application and that residential development was prohibited in PMD are not against manifest weight of evidence.(SALONE, concurring; MURPHY, specially concurring.)
