(Court opinion corrected 10/25/12.) Real property was not subject to forfeiture as a "thing of value" in pre-amendment Section 12(a)(4) of Cannabis Control Act. Amendment of 2008 was a substantive change in the law, as it established a forfeiture means that previously did not exist. Retroactive application of substantive changes to statutes is forbidden.
