Circuit clerk does not have authority to impose certain fines. A defendant's fines should not be different whether court itemizes the fines or levies them in gross. On reman, trial court should calculate fines for "Driver's Education Fund" and "Lump Sum Surcharge" fines based on gross amount of applicable fines, and then calculate and impose VCVA fine.
