Requirements of Section 8b of Collection Agency Act, which allows legal title to a debt to be assigned to a collection agency for the agency to be able to collect the debt, apply only to assignments for collection, and not to all assignments in the chain of title for a debt. Plaintiff must first demonstrate that written assignments for collection in the chain of title satisfy Section 8b of Act, in order to state a claim to Defendant's debt.(QUINN and SIMON, concurring.)
