Plaintiff school district filed complaint for administrative review of decision of Board of Trustees of Teachers' Retirement Systems (Board), requiring school district to contribute to two of its administrators' retirement pay due to employment contract addendums. School district served defendant, named as Teachers' Retirement Systems (TRS),by sending it via certified mail to executive director of TRS. Board, not TRS, rendered final decision in case, and is thus the entity intended to sue and be sued, not TRS Administrative Review Law does not contemplate allowing amendment to complaint after initial 35-day period to include agency rendering final decision as a defendant when individual member of that agency was not named. Thus, court properly dismissed complaint with prejudice. (HARRIS and STEIGMANN, concurring.)
