Union, as representative of 3 bargaining units of Cook County correctional officers, deputy sheriffs, and fugitive investigators, filed charge alleging that County and County Sheriff committed unfair labor practice by unilaterally changing their secondary employment policy and refusing to bargain over it when issuing a general order with new policies governing employees' ability to work a second job. Labor Relations Board properly upheld ALJ's Order concluding that employer violated Public Labor Relations Act. Board properly found that new General Order departed from prior practices and implemented material change, and impaired employees' ability to maintain a second job; and was not part of employer's inherent managerial authority. Benefits of bargaining over issue outweigh burdens of bargaining; and violated status quo.(PUCINSKI and COBBS, concurring.)
