Court properly vacated arbitrator's award involving salary increases for newly promoted sergeants of Forest Preserve District. Arbitrator failed to properly apply count Personnel Rules and erroneously based salary decision on employee's length of service. As award did not draw its essence from parties' collective bargaining agreement, and there was no "interpretive route" to award, award was properly vacated.(PIERCE and MASON, concurring.)
