Plaintiff filed Whistleblower complaint against City, his former employer. Court properly dismissed complaint with prejudice under Section 2-615 of Code of Civil Procedure. Plaintiff's allegations that he told the alleged government violator that his acts were improper does not constitute "disclosing information" under Section 15(b) of Whistleblower Act. Plaintiff failed to state a cause of action for retaliatory discharge; as he failed to plead facts supporting instance of whistleblowing he cannot plead a violation of a clear mandate of public policy based on whistleblowing, or based on his exercise of his first amendment rights by speaking at a department meeting. ( HARRIS and STEIGMANN, concurring.)
