Defendant was convicted, after bench trial, of possession of a controlled substance. Court properly denied court's motion to quash arrest and suppress evidence. Given totality of circumstances, officer had reasonable suspicion and his decision to stop Defendant's vehicle was proper under Terry. Officer testified that he observed a man run up to vehicle, stopped in the middle of the street, and exchange currency for "small items", then run away, and vehicle then drove away at high speed. Officer believed that he had observed a narcotics transaction.(MASON, concurring; WALKER, specially concurring.)
