Chicago Commission on Human Relations found no substantial evidence of source-of-income housing discrimination by Defendant property management company, based on Plaintiff's use of a housing choice voucher. Commission dismissed Plaintiff's complaint based on business necessity, but Defendant never raised that affirmative defense in its answer, and thus Plaintiff could not challenge it prior to the Commission's determination.
