(Court opinion corrected 7/23/20.) Plaintiffs obtained a temporary restraining order (TRO) requiring county health department and its public health administrator to disclose to county emergency telephone system board the names and addresses of county residents who have tested positive for COVID-19. Although health department had the authority and discretion to allow the release of this information sought, Plaintiffs had no right to the information. Plaintiffs could not establish even an arguable right to the information, and thus TRO was improperly granted. TRO is dissolved. (ZENOFF and BRENNAN, concurring.)
