People v. Veach

Record was sufficient for appellate court to consider Defendant's ineffective assistance of counsel claim on direct review. Thus, appellate court erred in declining to consider claim. Defendants are required to raise ineffective assistance of counsel claims on direct review if apparent on the record.  Collateral review for such claims is proper only when record is incomplete or inadequate for resolving the claim.
