At issue on appeal is whether under section 5-120 of the Juvenile Court Act a minor may be adjudicated delinquent for unlawful conduct committed outside of Illinois. The circuit court found that it did not and dismissed the delinquency petition against the respondent. The appellate court reversed and allowed the four counts of delinquency against the respondent to proceed. The Supreme Court affirmed the appellate court, finding that the plain language of the Act allows for a delinquency proceeding for out-of-state conduct and that this was in line with the Act’s rehabilitative purposes and its policies emphasizing family and community involvement to advance those goals.
