The sole issue on appeal was whether, in a county with a county executive form of government, the power to appoint a person to fill a vacancy in an elected county office resided with the county executive or the chair of the county board. The supreme court affirmed the judgment of the appellate court, which found that under the plain terms of section 25-11 of the Election Code, the power of appointment resided with the chair of the county board.
