The Illinois Supreme Court considered the question of whether an application to construct and operate a high-voltage direct current transmission line satisfied the requirements of the Public Utilities Act by showing it could finance the proposed construction without significant adverse financial consequences for the utility of its customers. The supreme court held that it did and that a showing of current and present capability is not a condition precedent to the issuance of a certificate of public convenience and necessity.
