The Illinois House unanimously passed a bill Wednesday to ban indirect quotas for municipal police. Illinois banned state, county and local police from enforcing traffic ticket and arrest quotas in 2015. However, many departments are still forcing officers to meet a set number of traffic stops and citations each month.
