The Department of Agriculture adopted a new Part titled Local Food Infrastructure Grant, implementing the Local Food Infrastructure Grant Act.

The Department of Agriculture adopted amendments to the Industrial Hemp Act. The rulemaking includes updated definitions and testing and sampling standards.

The Department of Agriculture adopted a new Part titled Cannabis Regulation and Tax Act. The Part establishes licensing standards for cultivators, infusers, and transporters of adult-use cannabis.

Amendments to the Part titled Standardbred, Thoroughbred and Quarter Horse Breeding and Racing Program implemented provisions of the Horse Racing Act, establishing whether a foal can be registered as Illinois foaled and conceived for purposes of racing eligibility.

The Department of Agriculture adopted a new Part titled Municipal Urban Agricultural Areas, which establishes the definition of a “Qualified Farmer” under the Illinois Municipal Code and the eligibility of Urban Agricultural Area applicants.

“Industrial hemp” is defined as a cannabis sativa plant or any part that contains no more than 0.3 percent tetrahydrocannabinol (THC). The Department of Agriculture (DOA) has now adopted a new Part titled Industrial Hemp Act (8 Ill. Adm. Code 1200 (effective April 24, 2019)).
