Adoption Act
(Feigenholtz, D-Chicago) rewrites and re-formats parts of the Adoption Act. (1) It rewrites the form for a final and irrevocable consent to adoption by a specified person or persons in DCFS cases. (2) It creates the Adoption Advisory Council to replace the two current advisory groups. (3) Provides that a parent of a child in whose interest a petition under the Juvenile Court Act of 1987 alleging that the child is abused, neglected, or dependent is pending may, with the approval of DCFS, execute a consent to adoption by a specified person or persons in whose physical custody the child is now residing (rather than has resided for at least six months, or three months if the child is under one year of age, or in whose custody at least one sibling of the child who is a subject of the consent has resided for at least six months and the child who is the subject of the consent is currently residing in the foster home). (4) Provides that a consent to adoption by specified persons on the form shall have no effect on a court's determination of custody or visitation under the Illinois Marriage and Dissolution of Marriage Act or the Illinois Religious Freedom Act.
