(Dan Burke, D-Chicago; Holmes, D-Aurora) expands the Humane Care for Animals Act to make it a Class B misdemeanor to fail to comply with the Act’s new requirements on how a dog must be tethered outdoors. Effective Jan. 1, 2014.
