Petitioner filed an objection to the nominating papers of a Republican Party candidate to the office of representative in the United States Congress for the March general primary election. The Illinois State Board of Elections dismissed the objection and petitioner filed a petition for judicial review. The circuit court dismissed the petition for lack of subject matter jurisdiction because she failed to provide a proof of service that complied with Illinois Supreme Court Rule 12(b)(5) and, as a result, failed to strictly comply with section 10-10.1(a) of the Election Code and petitioner appealed. The appellate court affirmed, agreeing with the circuit court that it did not have subject matter jurisdiction due to lack of proper service. (OCASIO and QUISH, concurring)
