Hoover’s supporters told the Illinois Prisoner Review Board that the former kingpin is a changed man. But a Cook County prosecutor said he should stay in state prison. Gov. Pritzker will now get a recommendation from the board about what to do with Hoover, who previously had his federal prison sentence commuted by President Trump.
