Defendant was convicted of first-degree murder in 1992 shooting death. Defendant filed first pro se postconviction petition in 1998. State forfeited, and is prevented by laches from raising, affirmative defense as to untimeliness of postconviction filings when State failed to mention untimeliness during 10 years of proceedings.
