Defendant was convicted, on basis of stipulated evidence in bench trial, of unlawful trafficking in cannabis, and sentenced to 20 years. Court properly dismissed postconviction petition as untimely, as Defendant failed to establish that lateness was due to "culpable negligence" on his part, and claimed only that his appellate counsel failed to notify him of appellate court's decision on direct appeal.
