Court properly granted DOC's motion to dismiss Plaintiff's complaint which alleged FOIA violations. Plaintiff was then an inmate at DOC. FOIA Officer provided copies of 2 institutional directives requested, advised that the other 2 did not exist, and denied remainder of request, stating that under Section 7(1)(e-5) of FOIA, DOC was exempted from providing copies as they were available in library of facility where Plaintiff was housed. No ambiguity in FOIA, and DOC had no duty to copy the items requested, as they were available for Plaintiff's inspection at facility's library. (STEIGMANN and APPLETON, concurring.)
