(Court opinion corrected 10/10/18.) Illinois Department of Central Management Services filed unfair labor practice (ULP) charge against union representing unit of state policed officers, for insisting that health insurance proposals be submitted to and considered by interest arbitrator and panel. Board properly dismissed ULP charge, as State acquiesced to bargaining the disputed issues and did not timely object. As union obtained all the relief it was entitled to--a dismissal of the ULP--it cannot complain about Board's rationale in reaching that result. Board did not abuse its discretion in refusing to impose sanctions for testimony in question, as testimony was isolated, did not impact the case, and involved a fact dispute about collective bargaining history.
